Multi-annual Indicative Financial Framework: the strategic document for IPA presented by the Commission to the Council and the European Parliament for adoption in the framework of the Enlargement Package. It defines indicative amounts per country and programme component for a three year period and stipulates financing criteria. It is reviewed annually.
A type of objectively verifiable indicator (OVI) providing indications for short and medium-term objectives (usually activities) which facilitate measurement of achievements throughout a project rather then just at the end. They also indicate times when decisions should be made or actions should be finished.
Multi-annual Indicative Planning Document: the strategic document for IPA developed by the Commission in consultation with the beneficiary country and adopted by the Commission. It presents indicative allocations for the main priorities within each component. It is multi-annual by nature, but is reviewed annually.
