The fourth phase of the project cycle during which the project is implemented, and progress towards achieving objectives is monitored and reported. It is subdivided into inception period, main implementation period and phase-out period. Audits of the project implementation are also carried out during this phase.
The period from project start until writing of the inception report. During this phase, an assessment of the ToR is carried out and the course of project implementation is elaborated.
Report produced at the end of the inception period, which updates the project design and/or the terms of reference and sets the work plan for the rest of the project.
The strategy underlying the project. It is narrative description of the project at each of the four levels of the "hierarchy of objectives" used in the logframe (overall objectives, project purpose, results, activities).
Instrument for Pre-accession Assistance: A unified pre-accession fund for the period 2007-2013. It was established by the Council Regulation No. 1085/2006. Its budget amounts to 11.468 billion €. It replaces CARDS and pre-accession funds (PHARE, ISPA, SAPARD). Its objective is to assist candidate countries and potential candidate countries in their progressive alignment with the acquis communautaire, with a view to membership. It consists of five components: (1) Transition Assistance and Institution Building, (2) Cross-Border Cooperation, (3) Regional Development, (4) Human Resources Development (5) Rural Development (IPARD).
IPA Cross Border Cooperation - Component II of the IPA programme. It provides a framework for bilateral cooperation programmes between an IPA beneficiary and its neighbouring countries. Western Balkan countries participate in 8 cross-border programmes with their WB neighbours, in 9 ross-border programmes with neighbouring EU Member States and in 2 transnational programmes.
