DG ELARG: A part of the EC in charge of the EU enlargement policy. In terms of financial assistance, DG ELARG is responsible for implementation of CARDS, PHARE and IPA. Read more
DG RELEX: A part of the EC in charge of co-ordinating external relations activities (except for eniargement policy) of the Commission and giving policy orientations to the assistance programmes.
DG REGIO: A part of the EC in charge of the EU cohesion policy. In terms of pre-accession assistance, DG REGIO is responsible for implementation of ISPA and Component 3 of IPA - Regional Development. Read more
Decentralised Implementation System: Implementation system of the EC external aid programmes where management responsibilities have been conferred to the beneficiary country. The Commission still exercises a systematic ex-ante control of the procurement and contracting processes and ex-post control of all processes whilst it retains the overall final responsibility for general budget execution. In Croatia, CARDS/PHARE, ISPA and SAPARD, and IPA will also follow decentralised implementation.
