Those who benefit in whatever way from the implementation of the project. Distinction may be made between: a) Target Group(s): the group/entity who will be immediately positively affected by the project at the project purpose level; b) Final Beneficiaries: those who benefite from the project in the long term, at the level of the society or sector at large, e.g. 'children due to increased spending on health and education, or 'consumers' due to improved agricultural production and marketing. For CBIB, beneficiaries include Western Balkan countries and their national institutions in charge of IPA CBC programme preparation, management, monitoring and implementation, Joint Monitoring Structures for all 8 IPA CB programme - Joint Monitoring Committees, Joint Steering Committees, Joint Techincal Secretariats and their Antennae, as well as Potential Applicants/Grant Beneficiairies of these programmes.
In the context of EU external aid, a country outside the European Union with which the EU have an agreed programme of co-operation.
